Addis Ababa Introduces 50,000 Birr Fine for Dress Code Violations in Hotels and Restaurants

In Addis Ababa, a new draft regulation has been approved, introducing a fine of up to 50,000 birr for hotels and restaurants whose staff wear short skirts above the knee. The Addis Ababa Culture, Arts, and Tourism Office has outlined that this regulation is aimed at preserving Ethiopian culture and values in the hospitality industry.

According to Ms. Genet Yimer, Director of Qualification and Classification of Tourist Service Institutions at the Office, the regulation is based on Proclamation No. 74/2014, Article 22, clauses 6–13. She informed that the draft regulation was approved after discussions with relevant stakeholders. The new dress code guidelines specify standards for attire, appearance, beauty care, and the use of jewelry among employees in the hospitality sector.

The regulation mandates that the clothing and jewelry worn by employees in hotels and similar establishments must uphold Ethiopian cultural values. Penalties for violations include both written warnings and financial fines, depending on the severity and frequency of the offense. According to the regulation, establishments classified as Level A face a fine of 50,000 birr for non-compliance, while Level B and Level C establishments will be fined 30,000 birr and 5,000 birr, respectively. In cases of repeated offenses, fines can accumulate to 50,000 birr per violation.

Additionally, the regulation prohibits female employees from wearing dresses above knee length or visible jewelry other than ear ornaments. This measure, according to Ms. Genet, is intended to reinforce the Ethiopian dress code within the hospitality sector, preventing the erosion of cultural standards and alleviating the physical and psychological pressure faced by employees in these establishments.
