Diplomatic Deadlock: Ethiopian Government and OLA Fail to Reach Consensus

By Addis Insight November 21, 2023

In a significant development, the Federal Democratic Republic of Ethiopia’s efforts to broker peace with the Oromo Liberation Army (OLA) concluded without an agreement in Dar es Salaam, Tanzania. This marks the second instance where talks aimed at resolving the five-year conflict in the Oromia region have ended without a resolution.

The discussions, which lasted two weeks, involved senior military officials from both sides. These talks started with optimism towards ending the militarized confrontation but faced repeated setbacks. According to PM National Security Adviser Redwan Hussien, the Ethiopian government approached these negotiations with a focus on ending the suffering in the Oromia region and a commitment to respect the nation’s sovereignty, territorial integrity, and constitutional norms.

In his statement, Adviser Redwan Hussien noted, “The FDRE Government, throughout these talks, has primarily been motivated by its desire to silence the guns and to put an end to the horrific harm and destruction.” He further elaborated, “Within the framework of these principles, the Government has tried to be as flexible and accommodating as possible. Both on substantive and procedural matters, the Government has tried to find mutually acceptable solutions and make concessions in the interest of peace.”

However, the talks reached an impasse. The National Security Adviser attributed the unsuccessful conclusion to the other party’s stance, stating, “However, due to the intransigence of the other party, the talks have come to an end without an agreement. The obstructive approach and unrealistic demands of the other party are the principal reasons why these talks could not succeed.”

The outcome leaves the situation in the Oromia region unresolved. Despite the setbacks, the commitment to finding a peaceful resolution remains a priority for the Ethiopian government. The challenges highlighted in these negotiations underscore the complexity of the conflict and the need for continued efforts towards a sustainable peace.
